Medical Field Officer (MFO) for International Committee of the Red Cross


International Committee of the Red Cross Needs: MEDICAL FIELD OFFICER (MFO) based in Davao City
The International Committee of the Red Cross is a neutral, impartial and independent humanitarian organization that works to protect and assist people affected by armed conflict and violence. The ICRC has been working in the Philippines for more than 50 years. It carries out a range of activities to meet the needs of displaced and other vulnerable people, promote respect for international humanitarian law, and respond to emergencies, often in cooperation with its local partner, the Philippine Red Cross.




The International Committee of the Red Cross (ICRC) Delegation in the Philippines is looking for suitable candidates to fill the following vacancy for:




MEDICAL FIELD OFFICER (MFO) based in Davao City

Main Tasks:
The MFO will work directly under the supervision of the Health Delegate and will provide technical and operational support in planning, implementation, monitoring and reporting of the ICRC health programs in Mindanao. 


In particular the MFO is expected to:
· Participate in assessment of the health structures and services as well as the population access to
these services in various areas of Mindanao in the view of identification of health facilities and
communities to be supported by the ICRC assistance programs, to plan and implement these
interventions
· Participate in visits to detention facilities in Mindanao to assess the health services, inmates’ health
status and their access to health care to plan and implement specific interventions in close
collaboration with the Protection-detention department
· Support the Health Delegate and the Regional Program Manager in implementation of the Physical rehabilitation project in Davao
· Support in planning and organisation of training workshops for medical professionals from various
hospitals
· Maintain and expand the network of health facilities in Mindanao, including the contacts with the
social welfare services, to ensure access of weapon wounded patients to appropriate medical care
· Sustain close communication and coordination with the National health authorities and external
partners to ensure smooth implementation of the ICRC health activities
· Maintain contacts with the Chapters of the Philippines Red Cross Society in Mindanao.
· Provide regular and ad-hoc reports on significant health events, meetings with interlocutors and
regular activities.
 

Required Profile:
· Medical Doctor or Registered Nurse
· Practical experience in the medical field, and in working with the administration of health and medical
structures of the Philippines.
· Good command of English, Tagalog and Cebuano (written and spoken)
· Excellent knowledge in computer (MS Word, Excel & Power point)
· Good interpersonal skills and ability to develop a network of contacts
· Aware and respectful of professional and institutional ethics, particularly with respect to confidentiality
· Reliable and organized person able to achieve proper follow-up of the program, management of
files/records, ability to work independently
· Flexible and open-minded personality
· Ability to take initiative and work both in a team and independently
· Ability to travel in all parts of the country
· Ability to resist stressful situations while remaining patience, perseverance and self-confidence
· Possession of a valid driving license and good driving skills
 

Assets:
· Degree in public health
· Previous work experience with humanitarian organisations
· Familiarity with Mindanao geographical areas and cultural context
· Familiarity with the work of the Red Cross in general
